Slot Machine Seized; 6 Tong-its Gambler Held

Siay, Zamboanga Sibugay - Elements of Siay Police Station led by Police Senior Inspector Rustom Romina, conducted an anti-illegal gambling operation in Barangay Batu at about 11:30 AM of February 26, 2015. This resulted in the confiscation of one fruit game slot machine beside the “sari-sari” store owned by Mr. Loreto Caay. Said unit was left to the store owner by a certain “Andy”, a resident of Kabasalan town. Confiscated unit was brought to Siay MPS for proper disposition.

Dipolog City – Six men were arrested by elements of Dipolog City Police Station after they were caught playing illegal card game locally known as “tong-its” at the residence of Henry Cimafranca during an anti-illegal gambling operation at Kagatan Road, Brgy. Miputak at about 2:00 PM on February 26, 2015. Police Senior Inspector Mendel Casao, Deputy Police Chief, identified the arrested persons as Henry Cimafranca, 48, Joel Gandamon, 33, Jimboy Lamason, 34, Felicisimo Tan, 48, Remegio Dajuela, 37, and Junil Saguindang y Bustillo, 33. Confiscated from them were bet money and two sets of playing cards. Arrested suspects are temporarily detained at Dipolog Police station pending the filing of appropriate charges in court.

Mindanao’s TreeVolution breaks India’s record

DIPOLOG CITY, Feb. 27 (PIA) – It is confirmed that India’s record as having planted the most number of trees in one hour is now history. Mindanao’s TreeVolution beat India.

Department of Environment and Natural Resources-Zamboanga del Norte Provincial Environment and Natural Resources Office(DENR-PENRO) announced that the Mindanao-wide tree planting activity last year dubbed “TreeVolution: Greening Mindanao had surpassed the record earlier established by India.

Maribel Acama of PENRO-Zamboanga del Norte said the 2.294 million trees planted in one hour in the different regions of Mindanao had broken India’s record and it was officially entered as the new record in the Guinness Book of World Record.

It maybe recalled that DENR in partnership with Mindanao Development Authority (MINDA) spearheaded the tree planting activity on Sept. 26, 2014 from 8:30 to 9:30 a.m.

Among the trees planted during the one-hour activity include cacao, coffee, rubber, mangrove and fruit trees.

Prior to Mindanaoans’ recording-break accomplishment, India had 1,945,535 trees planted in one hour in 408 locations, making it in the Guinness Book of World Record.

The regions that participated in the record-breaking tree planting activity are regions 9, 10, 11, 12, 13 and Autonomous in Muslim Mindanao (ARMM).

For its feat, DENR-PENRO thanked all those who participated in the said undertaking.

The Mindanaoans’ accomplishment did not only break India’s record but it also helped in achieving DENR’s 2014 National Greening Program (NGP) target for Mindanao, and contributed to the realization of its target to plant trees in 690,815 hectares by 2016.

Guinness Book of World Records is the official reference and ultimate authority for world records and has been recording the world’s achievement since 1955 wherein copies are distributed in more than 100 countries and translated into 20 languages.

1 Wanted for Acts of Lasciviousness in Rizal, 3 Other Wanted Persons Arrested

Rizal, Zamboanga Del Norte – A man listed as the no. 12 Most Wanted in Rizal Municipality was arrested by joint elements of Rizal Police Station led by Senior Inspector Robert E. Agda, Mutia Police Station led by Senior Inspector Nestor M. Gania and CIDG, during the conduct of an operation in Barangay Newland, Mutia at about 3:30 PM on February 21, 2015. Suspect Orlando Gumatao Jr. y Andus, 37, a resident of Barangay Nangcaan was arrested by virtue of warrant for acts of lasciviousness docketed under Criminal Case # 2791-R with recommended bail bond Php 12,000.00 issued on January 30, 2012 by Presiding Judge Vittorio Dante D. Dalman of 9th Judicial Region, MCTC Rizal-Sibutad Zamboanga Del Norte.

Zamboanga Del Sur – Operatives of Lakewood and Midsalip Police Stations conducted a joint manhunt police operation in Barangay Sapang Pinoles, Lakewood at about 4:30 PM of February 21, 2015. This resulted in the arrest of Gardo Masulog y Antigue, 19, resident of Barangay Cumarom, Midsalip. His arrest was made by virtue of warrant for murder docketed under Criminal Case # 14-10-1109-A issued by Presiding Judge Jaime B. Caberte of Branch 30, RTC, Aurora, Zamboanga Del Sur. Accused was brought to Midsalip Police Station for booking and proper documentation while waiting for the commitment order from issuing court.

Zamboanga Del Sur – A man wanted for violation of RA 9262 was arrested by operatives of Tigbao Police Station and PNP elements undergoing Police Intelligence Seminar (PIS) at RSTU 9, during a police operation in Barangay Maragang, Tigbao at about 4:45 PM on February 20, 2015. Police Senior Inspector Norbert Velonza, Tigbao Police Chief, identified the arrested person as Mario Baring y Sumilhig, 40, a barangay kagawad and resident of Purok 5, Barangay Maragang, Tigbao. He was arrested by virtue of warrant for violation of R.A. 9262 docketed under Criminal Case No. 11899-2k15 dated February 5, 2015 with recommended bail bond of Php 2,000.00, issued by Benjamin R. Lanzaderas, Presiding Judge, RTC 9, Branch 22, Pagadian City. Arrested suspect is in the custody of Tigbao Police Station.

Zamboanga Del Sur – A man who has a standing warrant of arrest for attempted homicide docketed under Criminal Case No. 1653-D voluntarily surrendered to Dinas Municipal Police Station at about 5:00 PM on February 21, 2015. He was identified as Alejandro Lesondra Dionaldo, resident of Barangay Upper Sibul, Dinas. Said warrant was issued by Presiding Judge Maria Teresa Pangilinan of 6th Municipal Circuit Trial Court-San Miguel-Dinas-Lapuyan. Accused is temporarily detained at Dinas MPS for subsequent turn-over to the said court. The bail bond recommended is set at Php 12,000.00.

3 arrested for illegal mining

THREE people were arrested for illegal mining in Zamboanga del Norte, police reported Wednesday.

Ranel Sumagang, Alvin Kim Requina and Alfe Tero were arrested early Tuesday morning at an illegally built mine in the watershed in Barangay Rizalina, Rizal town.

A fourth man, a certain Boy Pagente, escaped, police said.

Explosive ingredients, two shotguns with ammunitions, and mining equipment were seized from the suspects.

The alleged mining operator, Christiflor Dulang, was not around when police arrived at the mine site.

Suspect on Physical Injury, 3 Others Arrested

Zamboanga City - Operatives of Curuan Police Station arrested Roberto Guzman in Bahandi, Brgy. Calabasa at about 6:00 AM of February 20, 2015. He was arrested based on the warrant of arrest for physical injury docketed under Criminal Case Number 51272 issued by Judge Carlo Martin R. Alcala of MTCC Branch 3. Suspect was brought to the court for proper disposition.

Zamboanga City - A man wanted person violation of BP 22 was arrested by Divisoria Police Station during their manhunt operation in Daisy Rd., Guiwan at about 8:00 AM of February 18, 2015. Suspect identified as Lucena Layague y Morales was accosted based on the warrant of arrest filed under Criminal Case Number 128965 with a recommended bail bond of Php 2,000.00 issued by Judge Marilou D. Runes of MTCC Branch 72. The accused was released after payment of the corresponding amount for his bail bond.

Zamboanga City - A grade school teacher of this city was placed under the custody of Tetuan Police Station during their manhunt operation in Masuhod Drive, Tumaga at about 9:05 AM of February 20, 2015. This is based on a warrant for estafa through falsification of public documents docketed under Criminal Case Numbers 29894, 29895, 29896 and 29897 with a recommended bail bond of Php 24, 000.00 issued by Judge Catherine C. Fabian of RTC Branch 16 for his temporary liberty. Suspect Teresita Lim y Francisco was released after she posted the bail bond.

Labason, Zamboanga del Norte - A man was arrested by elements of Labason Police Station during the manhunt operation in Barangay Gabu at about 4:10 PM of February 20, 2015. Suspect identified as Eduardo Acaso was arrested for violation of sec. 3, par C and D of R.A. 9262 under the warrant of arrest with Criminal Case Number l-002415 with recommended bail bond of Php 80,000.00 issued by Judge Oscar D. Tomarong of RTC Branch 28. Suspect is detained at Labason MPS for proper disposition.

Dipolog CDRRMC conducts earthquake drill in Barra

DIPOLOG CITY, Feb. 23 (PIA) - The Dipolog City Disaster Risk Reduction Management Council (DRRMC) in collaboration with various concerned agencies has conducted an earthquake recently at Barra Elementary School, Barangay Barra this city.

City DRRMC head Felipe Mangila said the activity aimed to promote awareness among schoolchildren to be able to respond appropriately during disasters.

Mangila pointed out the need to prepare the kids against earthquake and tsunami, as the school is situated in a coastal barangay.

Supporting the CDRRMC’s disaster preparedness initiative are the Bureau of Fire Protection(BFP), Philippine National Police (PNP), Department of Social Welfare and Development(DSWD), Philippine Volcanology and Seismology (Philvolcs), Dipolog City Information Office (DCIO) and the Philippine Information Agency(PIA).

Zamboanga del Norte Philvolcs provincial head, Engr. Florenette Garcia, reminded the faculty of the said school to put emphasis on the drill more particularly on the preparation and reaction during any eventuality to augment their disaster response capabilities.

Earlier, similar undertakings had been conducted at Miputak East and Miputak West Elementary Schools.

Similar training will be conducted whole-year round in all schools in the city to ensure minimum casualty during emergencies.

Arrest of Man Wanted for 9 Counts of Rape, 13 Other Wanted Persons

Zamboanga Del Norte – A man wanted for rape who is listed as the number 11 Most Wanted Person in Sindangan MPS was arrested by a combined team of Sindangan and Sergio Osmeña MPS in Barangay Princesa Lamaya, Sergio Osmeña, on February 17, 2015.

Accused Francisco Hamoc y Aguilar, 48, resident of Barangay Pangalan, Sindangan, was arrested by virtue of warrant for nine counts of rape docketed under Criminal Case Nos. S-4043 to S-4051 without recommended bail bond, issued by RTC Branch 11 Judge Arturo Paculanang dated October 15, 2007. Suspect is temporarily detained at Sindangan MPS while waiting for his commitment order from court.

Zamboanga Del Norte – A man listed as the number 6 Most Wanted Person in Jose Dalman was arrested during manhunt operation conducted by operatives of Jose Dalman Police Station led by Police Senior Inspector Vergil Bruce Dario, Sindangan Police Station led by PO2 Melcar Garcia, and ZNCIDG led by Chief Inspector Heryl Bruno in Barangay Nipaan, Sindangan town at about 7:30 P.M. of February 17, 2015. The operation led to the arrest of Jimmy Manabay, 52, resident of Barangay Ilihan, Jose Dalman. He was arrested by virtue of warrant for rape in relation to RA 7610 docketed under Criminal Case Number S-4900 issued by Judge Reymar Lacaya of RTC9, Branch 11. Said arrested wanted person is temporarily detained at Jose Dalman MPS for proper disposition.

Dapitan City – Two persons wanted for committing adultery were arrested by operatives of Dapitan City Police Station in Barangay Sta. Cruz at around 8:30 AM of February 17, 2015. The two arrested persons were identified as Josedina Cainta Hamdan, 49, and Amado Tinae Tumapon, 68, both residents of Barangay Bagting. Both accused were arrested by virtue of warrant docketed under Criminal Case No. 17758 with bail bond amounting to Php 6,000.00, dated February 16, 2015, issued by Presiding Judge Jose Rene G. Dondoyano of MTC, 9th Judicial Region, Dapitan City. The two are temporarily detained at above police station pending issuance of commitment order.

Zamboanga Del Norte – A man wanted for violation of RA 9165 and listed as the number 5 Most Wanted Person in Baliguian Municipality was arrested during manhunt operation launched by operatives of Baliguian Police Station in Sitio Paniran, Barangay Lintangan, Sibuco at around 1:15 PM of February 17, 2015. Police Chief Inspector Khisna Asaali, Baliguian Police Chief, identified the arrested man as Nestor Surem, resident of Brgy. Kauswagan, Baliguian. He was apprehended by virtue of warrant of arrest docketed under Criminal Case Nos. 2014-09-04(1135) & 2014-09-05(1136) issued by Presiding Judge Laarni N. Dajao of RTC 9th Judicial Region, Branch 27, Siocon, Zamboanga Del Norte for Violation of Sec 5 & 11 of Art 2 of R.A. 9165. Arrested suspect is in the custody of Baliguian MPS for proper disposition.

Zamboanga City – The number 10 Most Wanted Person in Zamboanga City Police Station 11 was arrested by operatives of Detective Management Unit in the vicinity of La Purisima Street at about 9:39 in the morning of February 17, 2015. Suspect Arnold Sajili, of Barangay Baliwasan Grande, was arrested by virtue of arrest warrant filed under Criminal Case Number R-QZN-14-07713-CR for the crime of Estafa duly issued by Alfonzo C. Ruiz II, Presiding Judge of RTC, NCR, Branch 216, Quezon City, dated August 15, 2014. Suspect posted a bail bond worth P40,000.00 his temporary liberty.

Zamboanga Del Norte - Elements of Jose Dalman MPS led by Police Senior Inspector Vergil Bruce Dario, together with ZNCIDG led by Police Chief Inspector Heryl Bruno, conducted a manhunt operation with the aid of an informant in Barangay Tamil, Jose Dalman at about 8:00 PM on February 17, 2015. This resulted in the arrest of Jennilyn Anawe Que, 30, resident of said place, by virtue of warrant for estafa docketed in Criminal Case Number S-4830 with recommended bail bond fixed at ₱40,000.00 issued by Presiding Judge Reymar L Lacaya of 9th Judicial Region, Branch 11, Sindangan, Zamboanga Del Norte dated July 31, 2013. Accused is temporarily detained at said police station for proper disposition.

Zamboanga Del Norte - Elements of Piñan MPS led by Police Inspector Richeen Lagnayo and Provincial Intelligence Branch-Zamboanga Del Norte Police Provincial Office led by Police Senior Inspector Romar Victoriano Lim, served the warrant of arrest at about 9:00 AM on February 17, 2015, at Piñan MPS Detention Cell against one of the detainees identified as Franklin Liguro y Balambao, 69, resident of Barangay Poblacion South, Piñan. The arrest warrant for homicide docketed under Criminal Case Number 19372 dated January 29, 2015, was issued by Acting Presiding Judge Reymar I. Lacaya of RTC, 9th Judicial Region, Branch 6, Dipolog City. The accused is temporarily detained at Piñan MPS pending issuance of commitment order.

Zamboanga Del Norte – A man wanted for theft and listed as the No. 12 Most Wanted Person in Leon Postigo was arrested by operatives of Leon B. Postigo MPS and Naga MPS during a manhunt operation in Sitio Catulin, Barangay Sulo, Naga, Zamboanga Sibugay at around 8:30 PM on February 17, 2015. Arrested during the operation was Rolly Randaon y Sale a.k.a. Dodok, 35, resident of Barangay Manil, Leon B. Postigo. He was captured by virtue of warrant of arrest docketed under Criminal Case No. 12147 dated June 7, 2012 issued by Judge Veronica Laput of MCTC, Branch 11. Arrested is under the custody at said MPS for proper disposition.

Zamboanga City - Intelligence operatives of Zamboanga City Police Station 7 conducted an operation against wanted person in Motorpool, Pasonanca at about 10:15 in the morning of February 15, 2015. This resulted in the arrest of Ma. Teresa Salazar y Zamora, 43, by virtue of warrant of arrest under Criminal Case Number 29991 with recommended bail bond of Php 30,000.00 issued by Judge Gregorio V. Dela Peña III of 9th Judicial Region Branch 12, RTC. The suspect posted the required bail bond for her temporary liberty.

Pagadian City – A farmer facing RA 7610 charges was arrested by elements of Pagadian City Police Station in Barangay Tubupait, San Pablo town at about 12:00 PM of February 16, 2015. Suspect identified as Alberto Tampaling y Medellada, 43, resident of Barangay Pungapong, San Pablo, was arrested by virtue of warrant of arrest for violation of Sec 10 of R.A 7610 filed under Criminal Case No. 11824-2k14, with recommended bail bond fixed at Php 80,000.00. He is temporarily detained in Pagadian City Police Station while waiting for adjudication from court.

Zamboanga Del Sur – Two individuals wanted for theft were arrested by operatives of Dumingag Police Station in Barangay Tamurayan, Dumingag town at about 8:00 PM on February 15, 2015. Police Senior Inspector Heterence D. Abraham, Dumingag Police Chief, identified the two suspects as Ailyn Tomaras and Maricel Tumangcap, residents of aforesaid place. Their arrest was made by virtue of warrant for qualified theft with Criminal Case No. 2008-10-2031 with recommended bail bond of Php 30,000.00 each, issued by Acting Presiding Judge Ernesto MVE Laurel, RTC, 9th Judicial Region, Branch 23, Molave ZDS, dated January 23, 2009. Both suspects are temporarily detained at Dumingag Police Station while waiting for the commitment order from issuing court.

Pagadian City – A suspect wanted for attempted kidnapping and serious illegal detention was arrested by elements of Pagadian City Police Station in Balangasan Bridge, Barangay Balangasan, at about 6:00 PM of February 16, 2015. Police Superintendent Glenn Macario Dulawan, Pagadian City Police Chief, identified the arrested man as Pantaleon Cadungog Jr., 50, resident of said place. The suspect has a pending warrant of arrest under Criminal Case No. 11948-2k15 with bail bond fixed at Php 100,000.00, issued by Presiding Judge Benjamin Lanzaderas, 9th Judicial Region, Branch 22, Pagadian City dated February 12, 2015. Cadungog is presently detained at Pagadian City Police Station while waiting for court adjudication.

Zamboanga Del Sur - A man wanted for attempted homicide was arrested by elements of Kumalarang Police Station in Barangay Suminalum, Kumalarang at about 8:30 AM of February 17, 2015. Police Inspector Leonel Roncesvalles - Kumalarang Police Chief, identified the suspect as Nonie Sigba y Ambongan. He was arrested based on a warrant filed under CC No. 1752-k and with recommended bail bond of Php 12,000.00, issued by Presiding Judge Norlinda R. Amante-Descallar of 13th MCTC Kumalarang-Lakewood-Bayog 9th Judicial Region. Suspect is temporarily detained at said police station while awaiting commitment order from court.

Robbery Suspect, 1 Other Arrested in Dapitan, Baliguian

Baliguian, Zamboanga del Norte - A man charged for violation of Presidential Decree 705 of Section 69 as amended by PD 1559 was arrested by elements of Baliguian Police Station during an operation against wanted person in Sitio Tapan, Brgy Kilalaban at about 4:40 PM of February 15, 2015. Joel Sumaga y Andilan was arrested by virtue of arrest warrant docketed under Criminal Case Number 57 issued by Judge Reubin Maraon of RTC, 9th Judicial Region, Branch 27. Suspect is detained at Baliguian MPS for proper disposition.

Dapitan City – Zamboanga del Norte - A joint operation made by Dapitan City Police Station, personnel of CIDT and intelligence operatives of PRO9 Regional Intelligence Division conducted a manhunt operation in Barangay Aseñero at about 12:15 PM on February 15, 2015. Rico Baes y Bihod was arrested based on the warrant of arrest for robbery docketed under Criminal Case Number 16778 with recommended bail bond of Php 100,000.00 issued by Judge Rogelio D. Laquihon of RTC 9th Judicial Region, Branch 6. Suspect is temporarily detained at Dapitan CPS for proper disposition.

Piñan PNP Arrests Robbery Suspect, 2 Guns Seized

Piñan, Zamboanga del Norte – The on-duty investigator of Piñan Police Station responded to a call made by the chairman of Brgy. Silano regarding a man involved in a robbery incident armed with a gun who was spotted in their village.

Piñan MPS and Silano village officials proceeded to the area and arrested Renante Naranjo y Obligado for possession of a homemade caliber .22 rifle and caliber .22 pistol with live ammunitions, as well as the stolen items. Barangay officials identified the items as the ones stolen from Silano Elementary School which was reportedly ransacked on November 30, 2014. Suspects and recovered items including the firearms were placed under the custody of Piñan MPS for the filing of appropriate cases against the suspect.

43 join workshop on biogas tech

Forty-three participants joined in the recent two-day workshop on Biogas Technology using Plastic Drum conducted by the Department of Agriculture-Agri-Pinoy Livestock program, agricultural technicians, farmers, veterinarians and other interested individuals from Zamboanga Sibugay, Zamboanga del Sur, Zamboanga del Norte, Isabela City and Zamboanga City.

During the workshop, Edgardo B. Tabal, DA-Operations chief, stressed on the importance of learning of alternative sources for fuel nowadays. He said, “thisbiogas technology can save us from buying and spending for fuel, and eventually this can also be our source of livelihood.”

The second-day of the workshop gathered the participants to DA-Small Ruminants Center in Pamucutan, Zamboanga City to see the actual demonstration on the preparation and installation of biogas using plastic drum. Mr. Butch Rodavia, a biogas user and installer demonstrated the proper way and safer way to install the biogas drum. He was trained and certified by the Bureau of Animal Industry in Manila and has been conducting actual demonstrations for Biogas technology. After the demonstration, the participants were taken to a short field tour to three sites to also see the different types of biogas digester in Barangays. Manicahan, Putik and Pasonanca, Zamboanga City.

One of the owners, Msgr. Chito Araneta said that since they have been into swine raising for many years, he thought of putting up a biogas digester in his piggery as suggested by the DA two years ago. Araneta became one of the first recipients of the Tubular Poly-Ethylene Digester (TPED) of the DA-Livestock program. Araneta said, “it has since given good results; we have saved so much on fuel. We don’t buy liquefied petroleum gas (LPG). And it is also good that this area will become a showcase or model for other farmers or those interested to visit and see that biogas can work and is good.”

Noel Latoza of Manicahan, Zamboanga City has a more highly made biogas digester. His biogas has been in place for more than five years and has upgraded his technology using concrete casing and a combination of tubular poly-ethylene and plastic drums. Latoza said that initially he was only interested in using the animal wastes as liquid fertilizer but eventually he decided to put up a biogas since he maintained a piggery in this area.

A biogas is a mixture of gases produced from agricultural wastes, animal manure and other green wastes. The TPED or Tubular Poly-ethylene Digester is a low cost biogas technology which converts animal wastes by anaerobic fermentation inside the tubular plastic to produce methane for fuel.

In the closing program of the workshop, the participants expressed their gratitude to the Department for the opportunity in learning about biogas technology and the many saving tips from using the kind of technology. Mr. Joseph Alba, one of the participants also shared his impression on the training saying “thank you and perhaps when we all go back to our respective places, we can share to our neighbors what we learned from here.”

Julgacion Rubio, DA’s focal person on biogas technology said that from the short training workshop, she hopes that there will eventually be biogas technology that will be seen in the different municipalities and provinces since the DA has given them the face-to-face experience in the training to let them see and believe that biogas is possible. “DA will provide assistance to those who are interested in putting up a biogas technology,” she said.

Among those who also joined the workshop were City Veterinarian Dr. Mario D. Arriola, Dr. ArcadioCavan and DA-AEPD Asst Chief Dr. Francisco Geromo, DA-Pamucutan Small Ruminants Center Head Joel Larrachoea and Fr. Rey Francisco.

DAR-ZN turns-over SRI equipment, mallard ducks to DPIA

DIPOLOG CITY, Feb. 18 (PIA) – The Department of Agrarian Reform (DAR) of Zamboanga del Norte has recently turned-over System of Rice Intensification (SRI) equipment and 980 mallard ducks to the Dipolog-Polanco Irrigators Association (DPIA) at Upper Turno this city.

DAR allocated P993,715 for the SRI subproject through its ARCP2, which is funded by Asian Development Bank (ADB), inclusive of training for farmer-beneficiaries from Dec. 9, 2014 to March 24, 2015.

Provincial Agrarian Reform Program Officer Moh. Dassan J. Adju disclosed that Zamboanga del Norte had received the biggest allocation among provinces because “they have seen our efforts and cooperation from the local government units (LGUs), farmers and the community.”

Meanwhile, City Agriculturist Jose Kerr Porlas said that the provincial government of Zamboanga del Norte and the city government of Dipolog would give the DPIA additional 600 and 2,000 mallard ducks, respectively.

These mallard duck, locally known as “itik” are intended to control pests in the rice fields and for “balot-making” to give the farmers addidtional income.

The beneficiaries were given also five pieces of mechanical weeder and three pieces of 10-kilogram weighing scales.

For her part, Mayor Evelyn T. Uy told the farmer-beneficiaries “Dipolog will have more irrigated rice fields with the help of the national government and our counterpart funds.”

DTI holds fish, fish products industry forum in Dipolog

DIPOLOG CITY – Bottled sardines manufacturers and processors as well as dried fish suppliers were gathered at the Top Plaza Hotel here Wednesday for a forum organized by the Department of Trade and Industry (DTI) for the fish and fish products cluster.

Assistant Regional Director Joseph Florig of the Bureau of Fisheries and Aquatic Resources (BFAR)-9 presented to the participants the benefits from selling fresh fish rather than dried fish.

Florig also asked the fish industry stakeholders not to catch small white sardinella locally known as “tamban” fish explaining that the fish vendors could have more supply if they would wait for the right time.

In the same gathering, industry cluster regional coordinator Engr. Rolando G. Acuna presented the 2015 Industry Cluster Development Plan 2015.

He also said: “DTI plans to conduct personal financial literacy and management seminar workshop for the stakeholders in fish industry and that part of the development plan is the creation and administration of a facebook page in order to advertise and market their fish products.”

Moreover, the action plan also provides the stakeholders with strategies and policies as well as access to finance and market to improve productivity and efficiency, and to strengthen the business management.

“The government is here to finance your trainings and seminars, all you have to do is to sit down, absorb, internalize, adopt and put into practice what you have learned,” Acuna stressed.

Representatives from the Department of Agriculture (DA), Department of Science and Technology (DOST), Department of Health (DOH), Department of Labor and Employment (DOLE) and Technical Education and Skills Development Authority (TESDA) also attended the said forum.

Another top fugitive nabbed in Zamboanga Norte

ONE of the top three most wanted criminals in the province of Zamboanga del Norte has been arrested, police reported Monday.

Senior Inspector Manolo Echem, Gutalac, Zamboanga del Norte police chief, identified the arrested wanted person as Rogelio Teves, 54.

Echem said Teves, who is wanted for murder, is the number three most wanted person in the town of Ramon Magsaysay, Zamboanga del Sur.

Teves was arrested Saturday in Barangay Datagan, Gutalac, Zamboanga del Norte.

Jose Dalman, Zamboanga Del Norte – Operatives of Jose Dalman Police Station acted upon a tip-off from a barangay informant about an illegal co*ckfighting locally known as “tari-tari” at Sitio Diongan, Siparok at about 4:30 PM of February 10, 2015.

The violators involved scampered away and evaded apprehension, leaving two dead fighting co*cks with gaffs and eight more live fighting co*cks in the area. All recovered fowls and gaffs were brought to Jose Dalman MPS for proper disposition.

3 Nabbed in ZC and Dipolog Drug Buy Busts

Dipolog City - CAIDSOTF operatives of Dipolog City Police Station, together with the Philippine Drug Enforcement Agency, conducted a drug buy-bust operation in Purok Santan, Lower Turno at about 9:30 PM on February 6, 2015. This resulted in the arrest of Pedro Vergara y Fuentes for possession of two big plastic sachets containing white crystalline granules believed to be shabu, marked money and drug-related materials. Markings and inventory were witnessed by representatives from the Department of Justice, officials of Barangay Turno and media. Suspect and confiscated items were placed under the custody of Dipolog CPS for proper disposition.

Zamboanga City - Three sachets of suspected shabu and marked money were recovered from Romero Saavedra y Hernandez during a buy-bust operation of Tetuan Police Station in Narra Drive, Barangay Tugbungan at about 1:10 PM of February 6, 2015. Suspect and confiscated items are under the custody of Tetuan PS for proper disposition.

Zamboanga City - Personnel of Vitali Police Station conducted a drug buy-bust operation in Vitali Central School, Barangay Vitali at about 8:30 PM on February 7, 2015, that resulted in the arrest of Mark Ryan Mediana y Arcillas wherein a sachet of suspected shabu, drug-related materials and marked money were recovered from him. Suspect is detained at Vitali PS for proper disposition.

Gumenta for illegal possession of ammunition docketed under Criminal Case Number S-4915 with Php 80,000.00 recommended bail bond issued by Judge Reymar L. Lacaya of RTC Branch 11. Suspect is detained at Jose Dalman PS for proper disposition.

Zamboanga City - A joint manhunt operation was conducted by Tampilisan and Curuan Police Station in Sitio Presa, Barangay Curuan at about 1:00 PM of February 6, 2015. This resulted in the arrest for Rolando Dadan Mandate for an estafa case docketed under Criminal Case Number 2569 with Php 6,000.00 recommended bail bond, issued by Judge Alejandro T. Canda of MCTC. Suspect was arrested through the information given by a concerned citizen. Suspect is detained at Tampilisan MPS for proper disposition.

Zamboanga City - Elements of Tetuan Police Station led by SPO1 Rogel G. Estandian arrested Maria Ena Rojas y Craft at about 3:00 PM on February 6, 2015. This is based on the warrant of arrest for estafa with Criminal Case Number 29897 with a recommended bail bond of Php 24,000.00, issued by Judge Catherine C. Fabian of RTC Branch 16.

Zamboanga City - Two separate operations by Sta. Maria Police Station led by Police Senior Inspector Mohamar R. Mariwa resulted in the arrest of two suspects with different cases charged against them. Suspects were identified as Mergrace Gonzaga y Anciano, charged with estafa (Art. 3(1-b) of RPC) and Miguel Mas y Enriquez, a wanted for libel case. Suspects are detained at Sta. Maria PS for proper disposition.

Zamboanga City - A warrant of arrest was served to Aharaya Jaidi a.k.a. “Ahang” and Iyong Aliul by the Sinunuc Police Station in Barangay Caragasan at about 10:00 PM on February 6, 2015. Both suspects were arrested based on the warrant of arrest docketed under Criminal Case Number 6337-3316 issued by Judge Leojay Principe. Another operation was conducted by this police station that resulted in the arrest of Abdulmadz Jaidi Ammad for a murder case. Zampen joins 25th Civil Registration Month celebration

This February 2015, the whole nation will once celebrate the Civil Registration Month (CRM) with the theme, “ Sama Ka sa Civil Registration and Vital Statistics (CRVS) Groupie”.

The celebration was conducted pursuant to Proclamation No. 682 entitled “Declaring the month of February of every year as Civil Registration Month “ (CRM) issued last January 28, 1991 by then President Corazon C. Aquino. Since then, the annual observance of the said event is spearheaded by the former National Statistics Office (NSO), which is now part of the newly organized Philippine Statistics Authority (PSA) by virtue of Republic Act No. 10625 signed by President Benigno Simeon C. Aquino as a law last September 12, 2013. The law merges four (4) statistical agencies in the government namely: the National Statistics Office (NSO), National Statistical Coordination Board (NSCB), Bureau of Agricultural Statistics (BAS) and the Bureau of Labor and Employment Statistics (BLES) into one statistical agency now called the Philippine Statistics Authority (PSA).

The annual observance of CRM aims to remind the citizenry of their duty to register all acts and events concerning status of persons and at the same time to increase nationwide awareness and appreciation of the legal, administrative and statistical values of civil registry documents such as births, marriage and deaths certificates and all other registrable events such as legal instruments and court decisions. This year’s Civil Registration Month Celebration focuses on the launching of the Decade of Civil Registration and Vital Statistics (CRVS) from 2015-2025 adopting the theme “Sama ka sa Civil Registration and Vital Statistics (CRVS) Groupie ”.

In line with the celebration, the newly appointed PSA National Statistician and Civil Registrar-General, Dr. Lisa Grace S. Bersales, issued a memorandum enjoining all PSA Field Offices and local civil registry offices nationwide to organize activities to commemorate and to highlight the month-long celebration. In the Zamboanga Peninsula Region, the observance will be spearheaded by the PSA Region IX, under the leadership of its Interim Regional Director, Ronaldo C. Taghap in collaboration with its PSA Provincial Offices and all City/Municipal Civil Registrars in the region.

The 25th CRM observance in Zamboanga Peninsula Region will formally start on February 5, 2015 through a Motorcade and Opening Ceremony to be held at Ipil, Zamboanga Sibugay province. Hon. Wilter Yap Palma, Governor of the Province of Zambonga Sibugay will be the guest speaker while IRD Taghap will also speak and discuss some updates on civil registration to all the civil registration stakeholders who are invited to witness the event. After the opening ceremony, the PSA along with the Region Nine Association of Civil Registrars (RNACRI) will hold their quarterly conference.

Moreover, among the other activities that will be undertaken in the whole month of February in connection of the celebration include the hanging of streamer/tarpaulin in the conspicuous place, civil registration quiz/trivia to customers and clients, Information campaign activity and symposium in selected schools/colleges/universities in the region, training on new civil registration laws for civil registration stakeholders, and mass wedding or “kasalang bayan”. To strengthen the advocacies on civil registration related concerns, the “PSA El Ustedes Servidor”, a radio program of PSA Region IX will continue to be aired every Friday from 9:00-10:00 A.M. over radio station DXMR, Radyo ng Bayan with some special guest from different agencies to tackle civil registration issues.

The system of Civil Registration in the Philippines was established on February 27, 1931 through the enactment of Act 3753 of which the law requires the continuous and compulsory recording of all vital events like births, deaths, marriages, court decrees and all other acts and events concerning the civil status of persons.

Widow Arrested on Robbery Charges

Zamboanga Del Norte – A widow was arrested by operatives of Manukan Police Station during a manhunt operation at her residence in Barangay Turno, Dipolog City, at about 11:00 PM of February 5, 2015.

Suspect Nelia Adaza y Ison, 50, was arrested by virtue of warrant for the crime of robbery docketed under Criminal Case Number 19231 dated 26 November 2014, with recommended bail bond amounting to ₱100,000.00, issued by Presiding Judge Cherry Joy C. Concha- Ageas of RTC, 9th Judicial Region, Branch 9, Dipolog City. Subject wanted person was temporarily detained at Manukan MPS detention cell for proper disposition.

Zambo Norte town gets P42.1-M projects from DAR

ZAMBOANGA CITY (MindaNews/09 February) – The Department of Agrarian Reform (DAR) has allocated P42.1 million for two infrastructure projects that will be implemented in the first semester of this year in Manukan, Zamboanga del Norte.

DAR Regional Director Julita Ragandang said the projects consist of two farm-to-market-roads to promote sustainable development and help expedite poverty reduction.

“These (projects) are in consonance with DAR’s thrust to continually deliver intensive support services to agrarian reform beneficiaries and other farmers in the agrarian reform community,” Ragandang said.

She said one of the two projects is a P27.7-million concreting of a 4.03-kilometer farm-to-market-road in Barangay Gupot, Manukan.

The second project is a P14.3-million concreting of a 2.5-kilometer farm-to-market-road linking the barangays of Lingatongan and Meses, also in Manukan town.

Manukan, which has 22 barangays, is a third-class town with a population of 35,589 as of the 2010 census.

DAR, Department of Finance-Municipal Development Fund Office and the municipal government of Manukan signed last week a tripartite Memorandum of Agreement on the project.

He is detained at Polanco MPS for proper disposition.

Mutia, Zamboanga del Norte - Task Force Manhunt of Mutia Police Station together with the Eye in the Barangay conducted an operation against a wanted person in Barangay Mutia at about 8:40 AM on February 4, 2015. Jonie Palalang Montipon was handcuffed based on the warrant of arrest for direct assault filed under Criminal Case Number 852 issued by Judge Vittorio Dante D. Dalman of MMTC. Suspect was released after payment of Php 6,000.00 bail bond for his temporary liberty.

Siocon, Zamboanga del Norte - A joint operation was made by Siocon Police Station and Ayala Police Station against a wanted person in Sitio Matunoy, Barangay A.L. Polanco Village Councilor Held for Illegal Possession of Guns and Ammo

Polanco, Zamboanga Del Norte - Elements of Polanco MPS led by Police Senior Inspector Edison F Alviar, together with personnel from CIDU-9 led by Police Chief Inspector Heryl Bruno, CIDU-Provincial Officer, and Zamboanga Del Norte Provincial Public Safety Company SWAT team, served the search warrant issued by Judge Cherry Joy Concha–Ageas, at the residence of Councilor Randy Pancho y Diones of Barangay Lingasad, at about 9:00 o’clock in the evening of January 29, 2015.

The operation led to the arrest of said councilor and the recovery of one Colt cal .45 pistol, colt with serial number 188042 with one magazine, five live ammo, one magazine for Cal 40 with ten rounds of ammo, six empty cal. 45 shells, and twenty-five empty Cal 40 shells. Said operation was witnessed by Councilor Rudy Verances of said village. The suspect was subsequently turned – over to CIDG9 for proper disposition.

Zambo. Norte board members honor “Fallen 44”

DIPOLOG CITY, Feb. 6 (PIA) – Zamboanga del Norte board members were one in expressing their sympathy to the bereaved family of Police Officer 3 Victoriano N. Acain Jr., one of the 44 Special Action Force (SAF) commandos killed in an encounter with the members of the Moro Islamic Liberation Front (MILF) and Bangsamoro Islamic Freedom Fighters (BIFF) in Mamasapano, Maguindanao last Jan. 25.

In deference to the fallen hero, the board members unanimously passed in last Monday’s session a resolution of condolence expressing their sympathy to grieving family.

Board Member Ruth Brilliantes of the province’s third district went emotional as she delivered her privilege speech and sponsored the said resolution.

Acain, who was supposed to celebrate his 32nd birthday last Monday, Feb. 2, was a resident of Gutalac town, one of the 13 municipalities of the third district. He was buried Wednesday at Lupok Memorial Park at Barangay Lupok, Labason, Zamboanga del Norte with policemen from the different municipalities of the province, Zamboanga del Norte Police Provincial Office (ZNPPO), local political leaders, relatives and friends in attendance.

He is survived by his wife, Cleofe, 32, and 8-year old son, John Karl, a grade 2 pupil at Gutalac Elementary School.

After passing the resolution of condolence, Board Member Julius Napigquit also asked his colleagues to say a 44-second prayer for the fallen SAF troopers, whom they called “the new breed of heroes.”

Like other families of fallen 44, Cleofe also appealed to the Philippine government to give justice to the death of her husband.

DOST-IX distributes ceramic water filters to 4Ps beneficiaries in Siayan town

SIAYAN, Zamboanga del Norte, Feb. 5 (PIA) - The Department of Science and Technology (DOST) through its Provincial Science and Technology Center in Zamboanga del Norte has recently distributed 50 units of ceramic water filter to the beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) here.

The distribution of the ceramic water filters to selected 4Ps beneficiaries aims to make local technology work and provide solutions to the the lack of safe drinking water in the community.

A few years back the National Statistics Coordination Board (NSCB) had declared Siayan the poorest municipality in the country where access to safe drinking water was a “major development concern.”

Engr. Marcial Dahonan, provincial director of DOST-Zamboanga del Norte together with Mayor Flora Villarosa led the distribution of the ceramic water filters last Jan. 22 at the municipal hall to Pantawid beneficiaries.

The recipients, 90 percent of whom belong to the Subanen tribe, were taught on the proper use of ceramic water filters with the Municipal Health Office (MHO) tasked to monitor its utilization by the households.

The DOST water purification system (WPS) is a simple technology that consists of a container and filtering medium, which is the ceramic pot filter (CPF). The ceramic filter is made up of red clay which is coated with nano-colloidal silver as the anti-microbial agent that replaces the chlorination process in traditional water filter systems. The ceramic pot typically sits or hangs on the top of a large plastic container, which is fitted with the tap at the bottom. A lid is placed on top of the filter to prevent contamination.

The system is capable to purify tap water, deep well water and raw water tainted with up to 3% suspended particles or silt and convert these into safe drinking water.

According to the Industrial Technology Development Institute (ITDI) of the DOST, the water filter has passed the Philippine National Standards (PNS) for drinking water in terms of microbiological and chemical analysis.

DOST-IX Regional Director Brenda L. Nazareth-Manzano said the grant of the water filter to the community is one of the initiatives of the department under the project titled “Community Empowerment thru Science and Technology (CEST).”

Water and sanitation is just one of the component of CEST for the target communities in the region. The others are livelihood and economic enterprise development, health and nutrition, education and literacy, and disaster risk reduction and mitigation.

PNPAAI-Zambo. Norte prexy believes justice be given to 44 SAF victims

DIPOLOG CITY, Feb. 4 (PIA) – Police Chief Inspector Rolando H. Barraquio, president of the Philippine National Police Alumni Association, Inc. (PNPAAI)- Zamboanga del Norte Chapter and a former PNP Special Action Force (SAF) member believed that justice could still be served to the 44 SAF commandos killed in an encounter with the Bangsamoro Islamic Freedom Fighters (BIFF) and Moro Islamic Liberation Front (MILF) in Mamasapano, Maguindanao last Jan. 25.

“Here in Zamboanga del Norte, we believe in due process. We know that under the leadership now of Police Deputy Director General Leonardo A. Espina, he can help give justice to the death of our comrades,” Barraquio said in an interview.

“We have faith in him that he is with us in this fight for justice to the 44 SAF fallen heroes,” he added.

According to him, those PNP-SAF members who joined the “operation wolverine” to arrest the two international terrorists, Abdul Basit Usman and Zulkifli bin Hir alias “Marwan,” were “the best for that very important mission.”

He disclosed that before one can be a member of SAF, he must undergo rigid trainings and test missions in order to be fully equipped and skilled in dealing with armed enemies.

Moreover, he explained that in special operation, they faithfully observe the “operational secrecy” as they called it.

“In special operation like in Mamasapano, we never disclose it to anyone even to our families and to other people. It shall only be between and among us in order not to compromise our operation,” he said.

Meanwhile, Barraquio led the sympathy walk for the 44 fallen heroes with all members of Zamboanga del Norte Police Provincial Office (ZNPPO), Dipolog police, PNP-SWAT, SOCO, Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP) as well as some members of 101st Infantry Brigade, Philippine Army.

They marched silently from Sta. Cruz to Dipolog City Cathedral where they lighted candles and heard mass for their comrades.

The badges of the members of Dipolog police were also taped with black color in grief for the fallen SAF commandos.

Sympathies flow for slain cop’s family in Zambo. Norte

DIPOLOG CITY, Feb. 3 (PIA) – As his remains arrived at his residence in Barangay Lux, Gutalac, Zamboanga del Norte, people from all walks of life start flocking to express their sympathies to the bereaved family.

The body of the late Police Officer 3 Victoriano N. Acain, 32, one of the 44 Special Action Force (SAF) members killed in a bloody encounter with the Moro Islamic Liberation Front (MILF) and the Bangsamoro Islamic Freedom Fighters (BIFF) in Mamasapano, Maguindanao last Jan. 25, was brought home last Jan. 31.

Zamboanga del Norte Vice Governor Senen O. Angeles said in an interview with the Philippine Information Agency (PIA) “the provincial government heartily sympathized with the bereaved families, as we are deeply saddened by the sudden demise of the 44 SAF members including PO3 Acain who lost their dear lives while performing their law enforcement function.”

PO3 Acain and other SAF members went to Mamasapano town in Maguindanao to serve the warrant of arrest to two most wanted terrorists, Zulkifli bin Hir, a Malaysian bomb expert alias “Marwan” and his body Abdul Basit Usman, who were allegedly hiding in the area.

“We appealed to Acain’s wife, Cleofe, not to be discouraged and accept the fate of her husband. You should be proud of your husband. He did not die in vain for he died in pursuit of peace and order,” Angeles said adding, “the government is doing its best to give justice to the death of the SAF troops. He also commended the efforts of the PNP to maintain peace and order.

The vice governor also appealed to the government to make sure that the peace process will move on and consider the repercussion of the Bangsamoro Basic Law, as the MILF, which is a party in the peace negotiation, was involved in the Mamasapano incident.

Gutalac police chief Senior Inspector Manolo Echon said Acain’s remains were brought to his residence on Sunday in a convoy from Zamboanga City led by Police Superintendent Redentor Retusto, deputy provincial director of the Zamboanga del Norte Provincial Police Office (ZNPPO).

In interview with Cleofe over the phone, she confirmed having talked with President Benigno Aquino after the neurological mass and was assured of the benefits that the fallen SAF troopers would get from the government. “But I want justice for my husband for no amount of benefits/packages can bring his life again,” Acain’s widow said.

Gutalac Mayor Onesimo Coma Jr. together with his wife and some members of the Sangguniang Bayan was among the first people to convey sympathies to the bereaved family.

Meanwhile, during the observance of the National Day of mourning last Friday, the ZNPPO spearheaded a sympathy walk from the Dipolog City Boulevard to the Dipolog City Cathedral, followed by a holy mass with members of the Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), SWAT, the 101st Infantry Brigade and the media in attendance.

Gemelina Logs Waylaid by Sindangan PNP

Sindangan, Zamboanga Del Norte – Operatives of Sindangan MPS led by Police Superintendent Jeff Uy conducted a police checkpoint operation in Barangays Poblacion and Calatunan at about 6:30 PM on January 25, 2015.

This led to the interception of one motor cab loaded with two fletches of gemilina tree driven by Rene Ligisan Angot, 37, resident of Barangay Piao. Upon verification, the driver failed to present the permit to transport that prompted the team to confiscate the said lumber. Initial investigation disclosed that seized lumber reached a total of 60 board feet was owned by Nelson Duerme, a resident of Brgy. La Concepcion. Recovered wood products were temporarily deposited at Sindangan MPS prior its turn-over to DENR while the motor cab was temporarily impounded at said station for proper disposition.

3 towns get P10-M water system projects

THE Department of Interior and Local Government (DILG) has released P10 million for the implementation and improvement of water system projects in three towns in the region.

Lemuel Mejares, DILG regional information officer, said the recipient towns are Bayog and Labangan in Zamboanga del Sur and Roxas town in Zamboanga del Norte.

Mejares said the town of Bayog received P3.1 million for the construction of Level II water system in the villages of Conacon, Liba and Bobuan.

Mejares said the town of Labangan received P4.8 million for the expansion of Level II water system in the villages of Combo, Lower Campo Islam, New Labangan, Old Labangan, and Tapodok.

He said the funding allocation include for the construction of main elevated water reservoir in the villge of New Labangan, Labangan town.

He said that Roxas received P2 million for the construction of Level II water system for the villages of Capase and Pongolan.

The fund was released after the identified local government units have fully submitted the requirements such as Bank Certificate, Project proposal, Water and Sanitation (WATSAN) Council, Sangguniang Bayan Resolution, Memorandum of Agreement (MOA), Department of Public Work and Highways (DPWH) Assessment, National Water Resources Board (NWRB) Application and Potability Test, according to Mejares.
